PROGRAM MANAGER/CIVIL ENGINEER

DESCRIPTION: Under broad supervision and direction from the Director of Public works, performs professional and technical engineering duties in support of the City of Aberdeen/Aberdeen Proving Ground contract for water and wastewater services with Aberdeen Proving Ground (APG), a federal military installation located adjacent to the City of Aberdeen, Maryland. Directs the work of others and establishes and maintains effective working relationships.

Serves as the primary liaison between the City of Aberdeen and APG in the execution of the contract.  Coordinates all the City’s contractual support and requirements for water production, water storage, water distribution, sewage collection and sewage treatment services through the APG Contracting Officer and Designated Contracting Officer’s representative. Supervise day-to-day utility maintenance and operations, project management, and administrative support. 

Provides professional engineering and technical skills related to the design and construction of water production, water storage, water distribution, sewage collection and sewage treatment services for APG. Manages the development, design, schedule, inspection, financial disposition and execution of all major repairs and new construction projects related to the contract; ensures plans and specifications are compliant with all federal and state regulations.                                                                                       

Develops budgets and capital improvement plans for funding and approval by APG in order to meet the City’s contractual requirements; negotiates Engineering Services and Public Work contractual support. Oversees and reviews consultant’s work for accuracy and professionalism; negotiates contracts; sees to the completion of contracts.

Prepares engineering reports and recommendations; provides counsel to the Aberdeen Proving Ground’s Directorate of Public Works for all contractual matters related to the engineering support.

MINIMUM QUALIFICATIONS: B.S. degree in Civil Engineering and (7) years of increasing responsible experience involving public works related to water production, water distribution, waste water collection, waste water treatment.  Must possess a Maryland Professional Engineers license, valid driver’s license, and qualify and maintain clearance to access all facilities as it relates to the execution of the contract. 

Extensive knowledge of water and waste water utility systems to include design and construction practices: working knowledge of engineering plans, codes and specifications (Federal and State); working knowledge of computer applications to engineering.  Ability to provide timely estimates, recommendations, and concerns as required.  Understands Hydrology and have experience in NPDES and MDE permitting and compliance.


Maintenance Worker (DPW Maintenance)

Summary: Responsible for performing a wide variety of tasks associated with the construction, maintenance, operation, repair and/or replacement of City buildings, water, sewer, streets, street signs and storm drainage facilities and systems.

Qualifications: H.S. Diploma or GED equivalent with any combination of experience and training which demonstrates the knowledge and skills required to do the job. Maintain a valid state Driver’s License.  A Commercial Driver’s License is preferred but not necessary.  Ability to communicate orally and in writing and the ability to work as a member of a team.  

Other Related Factors: Work involves frequent standing, stooping and bending.  Also, must stoop, kneel or crawl when performing certain task. Must be capable of lifting up to 25 pounds and, with assistance, to lift as much as 100 pounds.

Plant Operator (Water/Wastewater)

Responsibilities: Include operation, maintenance, and repair of the water and wastewater treatment systems; Monitoring equipment, collecting samples, adjusting chemical feed rates, and taking readings from charts, meters, and gauges.

Qualifications: Include H.S. Diploma or GED equivalent a valid driver’s license, the ability to maintain Federal Security Clearance, to communicate orally and in writing and to work as a member of a team. Technical training in biology, environmental science, chemistry or closely related fields helpful, but not necessary.

This position requires shift work, weekends, and holidays. Starting pay rate is dependent upon experience and/or licensing.

SUMMARY OF DUTIES: Responsible for aiding in scheduling and performing preventive maintenance and repair on a variety of vehicles and mechanical equipment.  Assists with developing budget requests; specifications for new equipment and vehicles; maintaining and monitoring vehicle GPS software and equipment.

QUALIFICATIONS: HS diploma or GED, automotive technical school training and/or one year of related experience or equivalent combination of education and experience.  Must possess a valid state drivers’ license and have, or be able to obtain, CDL certification within one year of employment.
