Theresa Hartman, a native of Harford County, joined the City of Aberdeen in 1998 as the Human Resources Manager. Theresa is a Certified Professional in Human Resources and holds current memberships in the Society for Human Resources Management, the Susquehanna Human Resources Association, and the International Public Management Association for Human Resources. She has also completed the Academy for Excellence in Local Governance and enrolled in the Advanced Public Finance graduate program of Maryland Municipal League.
