Real Property Tax

Real properties located within the City limits are subject to taxation, unless specifically exempted. Each property is reassessed every three years by the State Department of Assessments and Taxation. The real property tax is levied annually on all taxable land and improvements. The City’s current tax rate is $0.625 per $100 of assessed value.

Real property taxes are assessed and billed on July 1 of each year by the City. A property owner of an owner-occupied property can pay 50% of the property tax by September 30th and the remaining 50% (with an additional service charge) by December 31st.Interest will start to accrue on October 1st of each year for annual and for the first installment for semi-annual payers, and on January 1st for the second installment for semi-annual payers.Unpaid balances are considered delinquent on October 1st and January 1st as appropriate. Properties with delinquent taxes will be advertised six times between April and June and will be taken to tax sale on the third Monday of June if they remain unpaid.

Personal Property Taxes

All qualifying personal properties located within the City limits are subject to taxation. Personal property assessments are reported to the City by the State Department of Assessments and Taxation based on the information from a business’ annual personal property tax return. The City’s current tax rate is $1.70 per $100 of assessed value.

Personal property taxes are assessed and billed throughout the fiscal year by the City. Interest will start to accrue after 60 days from the billing date.

Assessment Appeals

Appeal of the assessed value of a property should be directed to the State. Please visit the State Department of Assessments and Taxation web site at www.dat.state.md.us for more information. The State will inform the City of any adjustments, which will be passed on to the tax payer.
