Notice is hereby given that separate sealed bids for the General Construction Phase of the Renovation of Building 250 Water Treatment Plant, Contract No. 18-10, will be received by The City of Aberdeen (COA) at City Hall located at 60 North Parke Street, Aberdeen Maryland, 21001 until 2:00 p.m. local time on Tuesday February 06, 2018. Envelopes containing the bid shall be sealed and addressed to Ryan Harrah, at City Hall, address shown above, and shall be clearly and distinctly marked to say “APG Building 250 WTP General Construction Bid No. 18-10”. Only paper copy will be accepted.  Said bids will be publicly opened and read aloud. Any bids received after the above time will not be accepted.

The work generally consists of the following:

1. Rehabilitation of the Building 250 (Water Treatment Building) including new concrete slabs, doors, windows, administration offices, laboratory, chemical storage rooms, mezzanine and related work.

2. Installation of Owner supplied equipment (pressure filters, GAC contactors and related appurtenances) and related piping, electrical, and instrumentation.

3. New chemical feed and storage systems within Building 250.

4. Rehabilitation of Building 252 (Raw Water Reservoir) for conversion to Backwash Settling Tank including new roof and mixers

5. Preparation of a subbase including ground improvement by rigid inclusion for a new pre-cast post tension Finished Water Storage Tank and Pumping Station and final grading around it. This structure will be supplied and installed by others.

6. Finished Water Pumping system and related appurtenances.

7. All new underground yard piping, under the new slab piping in Building 250 and aboveground piping systems.

8. New emergency generator and new power and lighting throughout the site. Utility transformer and related wiring by other.

9. Electrical, instrumentation and process control system for various pumping systems including wiring and conduit under the new the new slab in Building 250.

10. Three production well pumps’ discharge piping, related systems and a new wells metering station room. Construction of wells and installation of well pumps will be by others.

11. Site grading, erosion & control work

12. Selective demolition work. Demolition of existing equipment and underground piping, and various environmental abatement work will be by others.

A mandatory Pre-Bid Conference followed by a SITE VISIT will be held Tuesday January 16, 2018 at 10:00 a.m.  The purpose of the Pre-Bid Conference is for Bidders to familiarize themselves with the project site and to ask questions pertaining to the Specifications and the work.  All Bidders are required to attend. Bidders are required to meet at 3604 Rodman Road, inside APG facility. For entering this APG post, individuals will need to go to the Visitor’s Center at the Route 715 gate.  They must provide their driver’s license & vehicle registration to receive a day pass to building 3604 Rodman Road. Allow an hour for this pass.

This information must be received at least one (1) week in advance of Pre-Bid Conference.

Electronic copy of all Bidding Documents are available to all bidders free of charge from City of Aberdeen website https://www.aberdeenmd.gov/bids/ by filling out the form at the bottom and clicking submit. If a paper copy of these bidding documents is needed, a check payable to the Tetra Tech Inc. in the amount of $350 per set must be mailed to Tetra Tech, Inc. to cover printing and handling fees. All bid documents including technical specifications and existing water plant’s reference drawings will be on a CD only while all construction drawings will be on 24” by 36” printed sheets.

Please note that distribution of the Bidding Documents has been restricted by the Aberdeen Proving Ground. Bidding Documents must be returned to Tetra Tech, Inc. along with the Bids or destroyed by any method that will prevent disclosure of contents or reconstruction of the documents. CONTRACT REQUIREMENTS

The APG Building 250 Water Treatment Plant site is located within a security area of the Aberdeen Proving Ground. For job-sites at Aberdeen Proving Ground in security areas, contractors/ contractor employees entering these areas shall, at a minimum, have a photographic security badge or be escorted by a person having such badge.  A non-Government person with a security badge may escort up to four persons (except foreign nationals) without a photographic security badge, provided all remain together and within sight of the escort.  The Contractor shall submit applications for his employees after award of the contract.  Badge applications require six weeks for processing after receipt of applications.  All personnel and equipment entering these areas shall be subject to applicable local and federal regulations.

Selected Contractor (and its subcontractors) must be a US-based company. All their field staff must be a US citizen. All site safety must follow the requirements listed under EM 385.1.1 manual.

BID REQUIREMENTS

Each Bid must be accompanied by a Bid Security in the form of either a Certified Check upon an incorporated bank or trust company or a Bid Bond.  The Certified Check or Bid Bond shall be for an amount not less than five percent of the Bid Price and shall be made payable to “City of Aberdeen” as a guarantee that the Bidder will fill in and execute the proposed Contract and furnish the appropriate additional bonds within ten days after Notice of Award of the Contract. Bid Bonds must be written by a corporate surety acceptable to the City and authorized to write bonds of such character and amount under the laws of the State of Maryland.  However, a Bidder may withdraw his Bid from consideration if his Bid is substantially lower (more than 50%) than the second lowest bids due solely to a mistake therein, provided that the Bid was submitted in good faith and the mistake was clerical and due to an unintentional arithmetic error or omission. In such event, the Bidder shall give notice in writing of this claim or right to withdraw his Bid within two business days after the bids are opened. This Bid will remain subject to acceptance for 90 days after the Bid opening, or for such longer period of time that Bidder may agree to in writing upon request of Owner.

The successful Bidder will be required to furnish Performance and Payment Bonds, each in the amount of 100% of the Contract Price.

The City reserves the right to accept or reject any or all bids, to waive irregularities and to award the Contract as it deems will best serve its interest.
