The City of Aberdeen is solicitating sealed Bids for the Collection and Disposal of Municipal Solid Waste within the City limits. The City of Aberdeen currently services approximately 4,600 residential stops that are expected to incrementally grow.
The Request for Proposal package including the Bid Forms are available electronically by signing up on the City of Aberdeen website at https://www.aberdeenmd.gov/bids.
All Bids must be sealed and plainly marked "Bid 21-14 COLLECTION AND DISPOSAL OF MUNICIPAL SOLID WASTE" and be delivered to the City Office, 60 North Parke Street, Aberdeen, Maryland 21001, no later than 1:00 PM ON DECEMBER 11, 2020.
There will be a mandatory pre-bid meeting held to provide information on this solicitation and collect any questions from Bidders on November 19, 2020 at 9:00 AM in City Council Chambers (60 North Park Street). Bidders are requested to submit any formal questions prior to this date so that staff may begin to evaluate and incorporate said questions and any additional information. Per state guidance for COVID-19, the use of face covering masks are required by all participants that attend.
No announcement of award, if any, will be made until the Bids have been evaluated by the City. Notice-of-Award, if any, will be given to the Successful Bidder in writing. Contract may be awarded all or in part, based on exhibits.
The City of Aberdeen reserves the right to reject any or all Bids and to make an award, if any, that in its opinion will best suit the needs of the City of Aberdeen, as described below.
All Bids shall be submitted (typed or written in ink) on the City’s official Bid Form from the City’s website. Bids made on any other than the Official Bid Form from the City’s website will not be considered. Changes in phraseology, attachments, additions or limiting provisions will render the Bid informal and may cause its rejection. Each proposal shall be accompanied by Bid Surety in the amount of ten percent (10%) of the proposal. A certified check or Bid Bond will be accepted.
The City of Aberdeen shall, in all cases, determine the amount, quality and acceptability of the material, equipment and Work which are to be paid for under this Contract and shall decide all questions in relation to said Contract and the performance thereof; and shall in all cases, decide questions which may arise relative to the fulfillment of the Contract or to the obligations of the vendor thereunder.

The City will award the Bid to the responsible Bidder that meets the City’s criteria in the City’s sole and unfettered discretion. The City shall consider the qualifications of Bidders, whether the Bid complies with the prescribed requirements, and alternates and unit prices if requested in the Bid forms. It is the City’s intent to accept alternates (if any are accepted) in the order in which they are listed in the Bid forms, BUT the City may accept them in any order or combination. Bids will be compared on the basis of prices in addition to other factors such as the ability to provide consistent collection services in a timely manner, experience, financial responsibility and capability of the Bidder, current or previous customer feedback, and other factors in determining which proposal is deemed to be in the best interests of the City. If the Bidder to whom an award is made shall fail to execute the Contract within thirty (30) calendar days from notice-of-award, the award may be annulled and the Contract awarded to the second responsible Bidder that meets the City’s criteria and such Bidder shall fulfill every stipulation embraced herein as if he were the original party to whom the award was made, or the City of Aberdeen may reject any or all Bids as its interest may require.
Bidders are expected to examine the Invitation to Bid, General Provisions, Special Provisions, Informational Exhibits, and the Bid Form carefully. In case doubt shall arise as to the meaning or intent of anything in this Invitation to Bid, the General or Special Provisions or the Bid Form, inquiry should be made to Shawn Brogan, Procurement Officer, at [email protected], no later than 4:00 PM EST on Friday December 4, 2020.
The submission of a Bid shall indicate a statement that the Bidder thoroughly understands the Invitation to Bid, General and Special Provisions and the Bid Form.
A Certificate of Insurance from the Bidder’s insurance carrier and a W-9 are required within ten (10) calendar days from notice-of-award.
