Phyllis Grover

Director of Planning and Community Development

Phyllis Grover began working for the City of Aberdeen in December 1987 as the Clerk of Zoning and Permits and was promoted to the Director of Planning and Community Development.  She graduated with a Master of Business Administration/Public Administration degree in the summer 2020 from Columbia Southern University and gradutated cum laude from Columbia Southern University with a Bachelor of Science in Business Administration/Project Management degree. She manages the Department of Planning and Community Development and is charged with promoting quality growth throughout Aberdeen with professional and knowledgeable staff, outstanding customer service, and creative problem-solving.  The Department’s staff consists of the Senior Planner, Economic Development and Planning Assistant, and Main Street Coordinator.  She is a Fellow from the University of Maryland’s Academy for Excellence in Local Government and has completed the Project Management Institutes Training Programs for Project Management.  She recently completed the Penn State Economic Development Course and is pursuing the professional development track for Certified Economic Developers.  Mrs. Grover is responsible for grants management for the City’s Community Development Block Grant Program, Maryland Department of Transportation/Transportation Alternatives Program, Maryland Department of Housing and Community Development Community Legacy Program, and the Maryland Department of Natural Resources Community Parks and Playground Program.  Over the past ten years Mrs. Grover has been responsible for receiving grant awards in excess of $3.0 million for City projects that promote economic development and quality of life for the community.  She also is the City’s liaison to the Aberdeen Planning Commission, Heritage Trust Committee, Board of Appeals, Economic Development Commission, and Architectural Review Committee.
