The City of Aberdeen will receive sealed bids for the replacement of existing secondary digester cover at the Aberdeen Proving Ground Wastewater Treatment Plant (APG WWTP) in accordance with the Contract Documents.    

Bidding documents are available online free of charge at HTTPS://Aberdeenmd.gov/bids. Online registration is required. For further information, please contact Mr. Shawn Brogan, Procurement Officer, 60 North Parke Street, Aberdeen, MD 21001, at 410-272-1600 x 223 or via email at [email protected]. Questions concerning the information provided in the bidding documents should be emailed to [email protected], and will be accepted until 4:00 PM prevailing time, on March 5, 2021.

The complete bids shall be submitted by email to Mr. Shawn Brogan [email protected] no later than 12:00 PM prevailing time, on March 3, 2021, and must be clearly marked "APG WWTP DIGESTER NO. 1 COVER REPLACEMENT BID NO. 19-09".  The original bid form and bid bond or security shall be delivered to the City Office, 60 North Parke Street, Aberdeen, Maryland 21001 within three days of bid submittal, and addressed to Mr. Shawn Brogan.  If you wish to drop off documents in person, the City Office is currently open Mondays, Wednesdays, and Fridays, from 8:30 AM to 5:00 PM.

This project is funded by the Department of Army.

All bids shall be in the form of a Lump Sum price with a clearly defined list of all items included in the bidding documents.

Authority of the City of Aberdeen shall in all cases, determine the amount, quality and acceptability of the equipment proposed.

Bids may be modified or withdrawn by an appropriate document duly executed and delivered to the place where bids are to be submitted at any time prior to the deadline for bids.

It is a requirement of the Contract that at least 50% of the Work required for this Project be performed by Bidder’s labor force and not by sub-bidders.

No bids may be withdrawn for a period of 60 days after the date set for the opening of bids.

A non-mandatory pre-bid meeting will be assembled starting at 10:00 AM on February 16, 2021 at the City of Aberdeen’s Maintenance Facility located on the Aberdeen Proving Ground.  Following the meeting, a tour of the WWTP site visit will be given.  Email Mark Pickering, GHD Project Manager [email protected], by noon on February 15, 2021 to confirm your attendance at the pre-bid meeting and to obtain directions to the Maintenance Facility.  The pre-bid meeting will be limited to two representatives per firm. Any other site visit shall be scheduled with Mr. George Skinner, APGN Project Manager [email protected] a minimum three days in advance until two weeks before bid opening.  The visitors must receive approval from the Army prior to site visit for access.  Instructions for obtaining a visitor pass for the purpose of this bid are included in the Instructions to Bidders.   

The CITY OF ABERDEEN hereby reserves the right, which is understood and agreed to by all, to reject any or all bids and to waive any omissions, errors, or irregularities in any Bid.
