The City of Aberdeen is seeking sealed proposals from qualified consultants to prepare a Master Plan and Land Use Study for a designated area which includes incorporated and unincorporated land. The purpose of the study is to develop a Master Plan with a vision that will serve as a guide for development of the greater Aberdeen community.

The Master Plan and Land Use Study will serve as a planning document to establish guidance for development opportunities and attraction of community amenities to serve future residential growth. The study will also be used as a vision and guide for the Department of Planning and Community Development, Planning Commission, Economic Development Commission, and City Council in their decision-making processes. The selected consultant will complete the contracted scope of work within the time allocated and under the general direction of the Aberdeen Department of Planning and Community Development.

Paper specifications and bid forms are available for a charge of $25 at the City Hall, Procurement Office, 60 North Parke St., Aberdeen, Maryland, 21001, between the hours of 8:30 AM - 5:00 PM.

Emailed requests for clarification and additional information must be sent to Ryan Harrah, Procurement Officer, at [email protected] no later than 4:00 p.m. EST on Wednesday, December 12, 2018.

One (1) original and one (1) copy of the technical proposal must be received by the Procurement Officer no later than 5:00 p.m. EST on Friday, December 21, 2018.

The technical and and price proposal shall be sealed and plainly marked: 19-04 Request for Proposal I-95 Area Study. There will be no public opening for this proposal submission.

The City of Aberdeen reserves the right to cancel this RFP at any time after issuance, to reject, in whole or in part, any and all proposals received, and to negotiate with responsible Proposers in any manner necessary to serve the best interests of the City.
