Project:

CITY OF ABERDEEN, DEPARTMENT OF PUBLIC WORKS, NORTHGATE INTERCONNECTION, PROJECT #21-11:  Project generally comprises installation of approximately 350 linear feet of 8” water mains, installation of a meter vault, and restoration to paved, seeded and other areas disturbed by construction operations.

The Work will be performed under one Contracts as follows:

Sealed Bids will be received by the Owner at the address shown above until 2:00 P.M., prevailing time, Thursday, October 7, 2021, at which time they will be publicly opened and read.

Bidding documents are available online free of charge at HTTPS://Aberdeenmd.gov/bids. Online registration is required. Please contact Shawn Brogan, Procurement Officer at

Envelopes containing the bid shall be sealed and addressed to Shawn Brogan, at City Hall, address shown above, and shall be clearly and distinctly marked to say “Northgate Interconnection”.

A pre-bid meeting will be held 9:00 A.M., prevailing time, Wednesday, September 22, 2021, in the conference room at the wastewater treatment plant located at 361 Michael Lane, Aberdeen, MD  21001.

Attendance at the pre-bid meeting is not required, but it is recommended.

Technical questions shall be directed, by e-mail, to John Hart at [email protected]  at the office of the Engineer.

Questions will be accepted until 4:00 P.M., prevailing time, on Thursday, September 30, 2021.

Reproduction of the Bidding Documents, or their placement on web sites of prospective bidders and other entities, is not permitted.

Bids from prospective Bidders who have not obtained complete sets of Bidding Documents, only from the City of Aberdeen, will not be accepted.

Bids may be modified or withdrawn by an appropriate document duly executed (in the manner that a Bid must be executed) and delivered to the place where Bids are to be submitted at any time prior to the opening of Bids.

Bids shall remain open for a period of 60 days from the date of Bid opening.  See Instructions to Bidders (Document 00100) for other provisions on the time available for acceptance of Bids.

Each Bid must be accompanied by Bid security in the form of a certified check, bank check, irrevocable letter of credit, or Bid bond (on the form included with the Bidding Documents) for five percent (5%) of the Bid total.

The CITY OF ABERDEEN hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
