INVITATION TO BID

BID NUMBER:  RFQ-21-03

           Sealed bids in duplicate, addressed to Shawn Brogan, Procurement Officer, and marked "Bid for Construction of “US 40 – 18” Sewer Main Lining SP-1143” will be received at the office of CITY OF ABERDEEN, 60 N. Parke Street, Aberdeen, Maryland 21001, until 1:00 PM, prevailing time, May 13, 2021, at which time they will be publicly opened and read.

            A pre-bid meeting will be held on May 10, 2021, at 10:00 AM local time at the office of CITY OF ABERDEEN, 60 N. Parke Street, Aberdeen, Maryland 21001, 410-272-1600 to answer any questions concerning the plans and specifications.  Attendance at the pre-bid meeting is not mandatory, but is recommended.

            The work to be performed under this contract consists of installation of a CIPP lining of a 75 LF section of 18-inch sanitary sewer running under US 40 from SMH-1267 to SMH-1268.  The sewer main is a 18-inch non-reinforced concrete pipe.  The project will be scheduled as a night operation with equipment staged on the side of US 40.  City staff will assist with stopping and pumping flows from upstream manholes as needed to complete the project.  The project includes all items necessary to complete the project including but not limited to traffic control, erosion & sediment control, and testing.   

            The Contractor’s work includes all permits and related miscellaneous work necessary to provide a complete project accepted by the CITY OF ABERDEEN and approved by all inspecting and approving agencies.

A bid bond in the amount of ten (10) percent of the total bid must accompany each bid.

The CITY OF ABERDEEN reserves the right to reject any or all bids.

           The Mayor and City Council of the CITY OF ABERDEEN reserve the right to show preference to local bidders in the purchase of supplies, equipment and services.  The amount shall not exceed six percent (6%) of the amount bid or quoted and /or sixty thousand dollars ($60,000), whichever is less.  A “local bidder” is defined as an individual or business that maintains a place of business or maintains an inventory or merchandise and/or equipment in Harford County, is licensed by Harford County and/or the State of Maryland, if required, and is subject to the Harford County real and/or personal property taxes.  Any local bidder in default on payment of any City, county or state tax or license shall not be eligible to receive preference until all taxes or licenses due are paid.
