Kyle Torster

Kyle Torster joined the City of Aberdeen in November 2014 as the Public Works Director.  Kyle has over 29 years of diverse experience in public works, administration, management, and engineering.

As the Public Works Director, Kyle oversees the City’s department which is responsible for the administration and implementation of all capital construction projects, storm water management, and utility construction permits.  Additionally, with a workforce of 100 employees, his team is responsible for the maintenance of the city's street, operations and maintenance of water and wastewater treatment plants and its utility system for the City and Aberdeen Proving Ground,  sanitation, snow removal, signage, and all City owned buildings, properties, and parks.

Prior to working for the City of Aberdeen, Kyle served in the United States Air Force.  In his 20-year military career as a Civil Engineering Officer, Kyle’s career took him stateside, overseas, and numerous deployments where he occupied various positions as city manager, public works director, design engineer, construction manager, program manager, emergency operations center manager, and trainer/evaluator in disaster preparedness.

Torster holds a Master of Science degree from the University of Arkansas in Engineering and Bachelor of Science in Civil Engineering from the New Jersey Institute of Technology.   He is a registered Professional Civil Engineer.  Kyle is an active member of the American Public Works Association, County Engineers Association of Maryland, and Maryland Municipal Stormwater Association.
