The City of Aberdeen (City) invites prospective vendors to submit a proposal for a professional engineering service firm to perform all necessary tasks to evaluate, monitor, test and model its water and system utilities.  The purpose of this contract will be to develop and calibrate a comprehensive, modern, and accurate hydraulic model of the City’s water and wastewater systems in their entirety. 

The scope of this project shall take into account the available capacity of the existing collections and distribution systems including but not limited to, all treatment, conveyance and production operations. This evaluation and modeling effort shall also consider  impacts of City growth and future planning areas.

This professional services contract shall be comprised of two components, one pertaining to the water utility production and distribution system and the other pertaining to the wastewater plant and utility collection system.  Each component of the bid shall be presented as part of each major task as outlined in the project Special Provisions document enclosed with the 25-03 Hydraulic Evaluation and Utility Modeling Bid Package.

The City will be hosting a pre-bid meeting with all potential firms on Friday, August 16, 2024 at 1:00pm at Aberdeen City Hall, 60 N Parke St Aberdeen MD 21001. Bidders will be given the opportunity at that time to review and discuss the project requirements as well as any existing information available from the City. 

All bids must be sealed and plainly marked with “25-03 HYDRAULIC EVALUATION AND MODELING PROFESSIONAL SERVICES” including bidder information, and be delivered to City Hall, 60 N. Parke St., Aberdeen, Maryland 21001, no later than 1:00PM on August 30, 2024.  Please note the new requirements for valid bid submissions on the Bid Form included with the 25-03 Bid Package.

This professional services contract shall be awarded, at the City’s discretion, to the bidder that best fulfills the following pre-qualifications. Qualified bids shall provide the following:

Lump Sum (Not to Exceed) pricing for each of the tasks in each project component with a Lump Sum (Not to Exceed) total component contract cost using the approved 25-03 Bid Form.

Outline of proposed plan for completion of each task outlined in the Special Provisions for each project component. This proposal must exhibit a thorough comprehension of existing conditions within City systems in addition to the future requirements of City growth and planning.

Summary of previous experience in similar evaluation and modeling projects, preferably those projects performed in the City of Aberdeen, or neighboring utility systems, such as Harford County, Havre de Grace, etc.  Professional references at other organizations shall be supplied and shall be contacted in the process of evaluating bids.

While cost is a contributing factor to be evaluated, the lowest bid may not be the basis for award.  This professional services contract shall be evaluated using the Bid Evaluation Matrix provided as part of the 25-03 Bid Package.
