The City of Aberdeen intends to have a Traffic Engineering firm selected to perform traffic impact studies for new residential, commercial, and industrial developments. In conjunction with the requirements outlined in the Code of the City of Aberdeen, Chapter 302 Growth Management. More information about Chapter 302 Growth Management can be found on the City’s website at www.aberdeenmd.gov.

The City seeks an agreement with a qualified individual, firm, or corporation, herein referred to “Consultant” to provide professional traffic engineering services, herein referred to “Services” for an initial period of one (1) year and thereafter may be considered for renewal based on performance. The Consultant interested in submitting Statements of Qualifications (SOQ) must demonstrate they have the resources and experience to provide Services to the City.

The Consultant should select a team of professionals capable of providing the required Services in an efficient manner in the best interest of the City, and have familiarity with the City’s processes and procedures, and will project deliverables.

Information on all proposed sub-contractors should be included with the Consultants qualifications. The City will review qualifications for all Consultants and subcontractors based on their professional credentials, education, and prior experience in preparing traffic engineering services for Maryland municipalities and counties.

The Consultant shall furnish all supervision, labor, parts, tools, materials, equipment, supplies, engineering, and facilities necessary to provide Services to the City. The City will not reimburse Consultant for any cost or expenses incurred by the Consultant that are associated with the preparation or selection process for this RFQ.

To be considered, the Consultant must submit four (4) copies and one (1) electronic copy in PDF format to Shawn Brogan, Procurement Officer, properly labeled with the RFQ #25-07, Traffic Engineering Study Services on all submittal items, in a sealed envelope, and received by the Procurement Officer, City of Aberdeen, 60 North Parke Street, Aberdeen, MD 21001 by September 3, 2024, at 4:00 P.M. EST.

It shall be the Consultant’s responsibility to ensure that their proposal is received by the Procurement Officer within the time indicated. It is the Consultant’s responsibility to ensure that they have received all bid documents and addenda related to this proposal by “Subscribing to Updates” on the City website www.aberdeenmd.gov/bids . The City reserves the right to reject any or all proposals submitted and to re-solicit for services.

During the evaluation process, the City reserves the right to request additional information or clarification from Consultants or to allow corrections of errors or omissions. At the request of the City, the Consultants may be required to make oral presentations as part of the evaluation process.
