REQUEST FOR PROPOSALS
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Swan Meadows Utility Improvements, Contract 22-18 will be
received, by the City of Aberdeen, at City Hall, 60 N Parke Street, Aberdeen, MD 21001, until 1:00 PM
local time on Thursday, September 17th, 2026, at which time the Bids received will be publicly opened.
The Project consists of the replacement and improvement to approximately 7,800 linear feet of water main,
9,750 linear feet of sanitary sewer and associated appurtenances, as well as asphalt trench repair and
restoration of affected curb and sidewalk within the right of way throughout the community of Swan Meadows.
Bids will be received for a single prime Contract. Bids shall be evaluated on a combination of price,
qualifications, and project approach as indicated in the Bid Documents.

A pre-bid conference will be held at 1:00 PM local time on Monday, August 24th, 2026 at City of Aberdeen,
60 N Parke Street Aberdeen, MD 21001. Digital copies of the bid documents can be
downloaded from the City’s website. Bidders must Subscribe for Updates on City's website in order to receive
notification of Addenda.
Questions and correspondence regarding bids shall be made through
the procurement office, Shawn Brogan sbrogan@aberdeenmd.gov or City of Aberdeen, 60 N Parke
Street, Aberdeen MD 21001. Deadline for questions is Thursday, September 10th, 2026 at 4:00 PM. Bid
security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right
to waive any informality and to reject any or all bids.
The project is partially funded by the Environmental Protection Agency (EPA). Davis-Bacon, American
Iron and Steel (AIS) and Build America Buy America (BABA) requirements are required for the project.
